Puerto Rico, the Virgin Islands Bar Association, and leading voting rights scholars have each filed amicus briefs in support of Supreme Court review in\u00a0<i class=\"\"><a class=\"\" href=\"http:\/\/www.equalrightsnow.org\/segovia\" target=\"_blank\" rel=\"noopener\">Segovia v. United States<\/a><\/i>. <\/span><\/p>\n<p class=\"\"><span class=\"\">Last month, Luis Segovia, a proud veteran living in Guam, along with other former state residents living in Guam, Puerto Rico and the U.S. Virgin Islands, petitioned the Supreme Court to answer whether it is constitutional to deny absentee voting rights in these territories while allowing citizens living in other U.S. territories or even a foreign country to continue being able to vote for President and voting representation in Congress.<\/span><\/p>\n<p class=\"\"><span class=\"\">\u201cWe are thrilled with the support we have received for the idea that where you live should not impact your right to vote,\u201d\u00a0said Neil Weare, who represents the plaintiffs in\u00a0<i class=\"\">Segovia v. United States\u00a0<\/i>and is the president of Equally American. \u201cMost Supreme Court petitions do not receive support from a single amicus brief, so it says a lot that three briefs have been filed in support of Supreme Court review here.\u201d<\/span><\/p>\n<p class=\"\"><u class=\"\"><span class=\"\">Puerto Rico<\/span><\/u><\/p>\n<p class=\"\"><span class=\"\">Puerto Rico\u2019s\u00a0<a class=\"\" href=\"https:\/\/www.scribd.com\/document\/379992443\/Segovia-v-United-States-Puerto-Rico-Amicus-Brief\" target=\"_blank\" rel=\"noopener\">brief\u00a0<\/a>challenges the view presented by the Seventh Circuit that ruling in favor of the Segovia plaintiffs would create so-called \u201csuper citizens,\u201d also addressing how continued disenfranchisement impacts the daily lives of Puerto Ricans and others in U.S. territories.<\/span><\/p>\n<p class=\"\"><span class=\"\">\u201cThe Supreme Court should reject the Seventh Circuit\u2019s idea that providing Puerto Ricans the same voting rights as other Americans would turn them into \u2018super citizens.\u2019 This is about equality \u2013 people who move to Puerto Rico should enjoy the same voting rights as those who move to other territories or a foreign country. That is why we continuously advocate for Statehood, in order to end once and for all any unequal treatment\u201d said\u00a0Puerto Rico Governor Ricardo Rossell\u00f3.<\/span><\/p>\n<p class=\"\"><u class=\"\"><span class=\"\">Virgin Islands Bar Association<\/span><\/u><\/p>\n<p class=\"\"><span class=\"\">The Virgin Islands Bar Association (VIBA)\u00a0<a class=\"\" href=\"https:\/\/www.scribd.com\/document\/379996267\/Segovia-v-US-Brief-of-VIBA-as-Amicus\" target=\"_blank\" rel=\"noopener\">argues in its brief<\/a>\u00a0that the Supreme Court should take the case as an opportunity to narrow or overturn the\u00a0<i class=\"\">Insular Cases<\/i>, a series of controversial Supreme Court decisions that were grounded in racial hostility towards the inhabitants of overseas territories.<\/span><\/p>\n<p class=\"\"><span class=\"\">\u201cDespite indications from the Supreme Court that the\u00a0<i class=\"\">Insular Cases<\/i>\u00a0should no longer be relied upon to deny constitutional rights in U.S. territories, lower courts continue to reflexively apply them to justify discrimination against the nearly 4 million Americans living in the territories. Unless the Supreme Court steps in, lower courts will continue to run amok,\u201d\u00a0said VIBA President Anthony Ciolli.<\/span><\/p>\n<p class=\"\"><u class=\"\"><span class=\"\">Voting Rights Scholars<\/span><\/u><\/p>\n<p class=\"\">Leading voting rights scholars argue\u00a0<a class=\"\" href=\"https:\/\/www.scribd.com\/document\/379987132\/Segovia-v-United-States-Voting-Rights-Scholars-Amicus-Brief\" target=\"_blank\" rel=\"noopener\">in their brief<\/a>\u00a0that Supreme Court review is necessary to reverse the Seventh Circuit\u2019s decision to apply a lower level of judicial scrutiny to the regulation of voting rights in U.S. territories than it would apply to similar laws impacting Americans in other parts of the United States.<\/p>\n<p class=\"\">The brief highlights several ways the Seventh Circuit\u2019s decision conflicts with precedent from other federal courts. \u201cOnce a state legislature or Congress extends the right to vote to one group of people,\u201d the brief explains \u201cit cannot deprive another identically situated group of people of the right to cast a vote purely based on geography.\u201d<\/p>\n<p class=\"\">Amici include Samuel Issacharoff, Reiss Professor of Constitutional Law at NYU School of Law; Joshua Douglas, Robert G.
