CROIX &#8212; Roosevelt Dowling, 58, of St. Croix, has pleaded guilty to possession with intent to distribute 28 grams or more of cocaine base \u201ccrack\u201d before U.S. Magistrate Judge George Cannon, Jr., United States Attorney Gretchen C.F. Shappert announced Wednesday. <\/p>\n\n\n\n<p>According to the plea agreement filed with the court, on or about January 30, 2017, while executing a search warrant on Dowling\u2019s residence, law enforcement officials seized approximately 31 grams of crack, 759.5 grams of cocaine hydrochloride, 19 marijuana plants, two digital scales, and $6,690 in cash.<\/p>\n\n\n\n<p>Dowling faces a mandatory minimum sentence of five years\u2019 imprisonment, a four-year term of supervised release, and a fine of up to $8,000,000. <\/p>\n\n\n\n<p>This case was investigated by the Drug Enforcement Agency (DEA) and the Virgin Islands Police Department and is being prosecuted by Assistant United States Attorney Meredith J.
