{"id":9578,"date":"2014-10-01T10:55:09","date_gmt":"2014-10-01T10:55:09","guid":{"rendered":"https:\/\/viconsortium.com\/?p=9578"},"modified":"2014-10-01T10:58:56","modified_gmt":"2014-10-01T10:58:56","slug":"senate-passes-amendment-forcing-de-jongh-spend-25-executive-budget","status":"publish","type":"post","link":"http:\/\/wp.viconsortium.com\/?p=9578","title":{"rendered":"Senate Passes Amendment Forcing De Jongh To Only Spend 25% Of Executive Budget"},"content":{"rendered":"<p>Senators of the 30th Legislature, on Tuesday night, passed measures that force the de Jongh Administration to only spend 25 percent of the Executive budget, leaving the governor to make do with $2.25 million for fiscal year 2015.<!--more--><\/p>\n<p>The first amendment to the 2015 main budget, slashing the de Jongh Administration&#8217;s spending money, was sponsored by at-large Senator Craig Barshinger. It cuts\u00a0de Jongh&#8217;s\u00a0allocated budget of $9 million to $2.25 million. There was a defect with the bill, however, as it cuts the total annual budget of the Executive Branch, leaving the incoming administration with no money to function. Although the defect was glaring, senators opted to put up the measure for a vote anyway, and later, a more subdued amendment was added.<\/p>\n<p>Voting for and against the bill that would limit\u00a0Gov. de Jongh&#8217;s executive budget to $2.25 million for fiscal year 2015, are as follows:<\/p>\n<ol>\n<li>Senator Craig Barshinger \u2014 Yes<\/li>\n<li>Senator Judi Buckley \u2014 No<\/li>\n<li>Senator Diane Capehart \u2014 Yes<\/li>\n<li>Senator Donald G. Cole \u2014 No<\/li>\n<li>Senator Kenneth Gittens \u2014 Yes<\/li>\n<li>Senator Clifford Graham \u2014 No<\/li>\n<li>Senator Alicia \u201cChucky\u201d Hansen \u2014 No<\/li>\n<li>Senator Myron Jackson \u2014 Yes<\/li>\n<li>Senator Shawn-Michael Malone \u2014 Yes<\/li>\n<li>Senator Terrence \u201cPositive\u201d Nelson \u2014 Yes<\/li>\n<li>Senator Nellie Rivera-O\u2019Reilly \u2014 Yes<\/li>\n<li>Senator Clarence Payne \u2014 Yes<\/li>\n<li>Senator Tregenza A. Roach \u2014 Yes<\/li>\n<li>Senator Sammuel Sanes \u2014 Yes<\/li>\n<li>Senator Janette Millin Young \u2014 No<\/li>\n<\/ol>\n<p>Barshinger&#8217;s bill was subsequently one-upped by another amendment, this time sponsored by Sen. Clifford Graham, which sought to bar all outgoing executive branches from spending more than 25 percent of the allocated funds.<\/p>\n<p>Criticizing Barshinger&#8217;s efforts and lauding Senator Graham&#8217;s, Senator Million Young said, &#8220;This bill is more universal than the one the body approved prior.&#8221;<\/p>\n<p>She added: &#8220;I think many of my colleagues approved the prior measure for just the outgoing administration, but this one is to ensure that any administration only uses 25 percent of their funding in a transition year.&#8221;<\/p>\n<p>Voting for and against the measure to bar outgoing administrations from spending more than 25 percent of the Executive Branch&#8217;s budget, are as follows:<\/p>\n<ol>\n<li>Senator Craig Barshinger \u2014 Yes<\/li>\n<li>Senator Judi Buckley \u2014 Yes<\/li>\n<li>Senator Diane Capehart \u2014 Absent<\/li>\n<li>Senator Donald G.
