Governor Mapp Announces 4 New Commissioners, Including Health And Human Services

Governor Kenneth Mapp has announced the appointments of four new commissioners to lead the departments of Health, Human Services, Property and Procurement, and Planning and Natural Resources.

The appointees are as follows:

  1. Department of Planning and Natural Resources acting Commissioner → Mr. Jean-Pierre Oriol
  2. Department of Health acting Commissioner → Ms. Phyllis Wallace
  3. Department of Human Services  acting Commissioner → Mr. Richard Lacombe
  4. Department of Property and Procurement acting Commissioner → Mrs. Cecilia Milliner-Emanuel

The Mapp administration says all appointees “will serve as acting commissioners until such time as all agencies and instrumentalities have been fully evaluated.” The appointees will also be presented to the 31st Legislature for confirmation.

The Governor has yet to name a commissioner for the Department of Labor.

Previously, Mapp announced 13 Cabinet members to lead the following offices:

  1. Attorney General — Soraya Diase-Coffelt
  2. Dept. of Education — Sharon McCollum, PhD
  3. Dept. of Public Works — Gustav James, P.E.
  4. Dept. of Sports, Parks & Recreation — Pedro Cruz
  5. VIPD-Acting Commissioner — Delroy Richards
  6. Dept. of Tourism — Beverly Nicholson Doty
  7. Dept. of Licensing and Consumer Affairs — Devin Carrington, Esq.
  8. Director of Personnel — Milton E. Potter
  9. Bureau of Internal Revenue — Marvin L Pickering, EA, PHR, ATA, ATP
  10. Motor Vehicle Bureau — Lawrence Olive
  11. St. Thomas Administrator — Lawrence T. Boschulte
  12. St. Croix Administrator — Stephanie S. Williams
  13. St. John Administrator — Camille Parris, Jr.

Mapp was sworn in as the 8th Governor of the U.S. Virgin Islands on Jan. 5 at a ceremony on St. Thomas, followed by Post Inaugural events on St. Croix on Jan. 6, and Jan. 7 events on St. John.
