ST. CROIX — Senator Novelle Francis says he’s taking on the issue of noise pollution across the territory. Mr. Francis will convene a meeting of the Committee on Homeland Security, Public Safety and Justice on Friday, to discuss Bill 31-0381, which he says strengthens the existing noise control statutes. The freshman Democrat is the sponsor of the legislation.

According to Mr. Francis, noise pollution has become a quality of life issue. “Across the territory, Virgin Islanders are unable to enjoy the comfort of their homes because of the excessive noise from cars, business establishments and other elements,” he stated. “Bill 31-0381 defines what would constitute a noise disturbance, establishes sound standards and enacts penalties for non-compliance.”

The senator says he sought input from the community during the drafting process, and that his goal is to “find a balance,” adding that, “residents, businesses, churches, schools and the resultant noise that comes from a dynamic community must be able to coexist.”

The committee will also consider Bill 31-0364, sponsored by Senate President Neville James, which provides for hazardous duty pay differentials for firefighters who work in the Suppression Unit.

The meeting will begin at 10:00 a.m at the Frits E. Lawaetz Conference Room here.
