ST. THOMAS — Governor Kenneth Mapp on Tuesday announced the appointment of Angelo Riddick, above, as the new director of the Bureau of Information Technology (B.I.T.), replacing Jesus Caban, whose position as director was on an interim basis, an agreement that was only made known at Tuesday’s press conference in St. Thomas.

Mr. Riddick has an extensive background in various IT fields, including director of business development (cyber security and IT acquisitions) at the Ryan Consulting Group in Indianapolis, Indiana between 2014-2015; director of concepts developments and integration division at the U.S. Army Cyber Command in Ft. Meade, Maryland between 2012-2014; site lead (command base) at the Office of Security Cooperation in Iraq between 2011-2012; associate professor of information systems/military faculty at the National Defense University in Washington, DC between 2005-2011; and chief of customer support division at the Information Support Center Headquarters Department of the Army Pentagon in Arlington, Virginia between 2001-2005, according to information provided by Government House.

Governor Mapp told Mr. Riddick that the task ahead would be challenging. He mentioned his administration’s commitment to connecting public services digitally, and to reduce the government’s use of paper, as well as giving residents ready access to data.

The governor tasked Mr. Riddick with first ensuring that the Virgin Islands Police Department, as well as the Department of Justice, “have the most modern, secure and up-to-date digital systems, so that we can continue in our progress in bringing under control the violent crimes that we have in the territory, and to be able to protect our citizens, [and] to ensure that the officers on the beat and those charged with the security of the territory, have real-time and immediate data and information so they can do their jobs well.”

The governor mentioned connectivity, video surveillance and other technologies aimed at preventing criminal activity as results to be birthed from Mr. Riddick’s efforts. And he welcomed the new director to his administration, while recognizing Mr. Riddick’s wife who was also in the audience.

Mr. Mapp thanked Mr. Caban for temporary holding the director position, and asked for his help in getting Mr. Riddick acquainted with B.I.T.
