ST. CROIX — The Virgin Islands Police Department has issued a release identifying the young man who succumbed to gunshot wounds after being shot multiple times at the Festival Village on Saturday night, over a gambling game called “Hi-Lo”, according to V.I.P.D. Commissioner Delroy Richards.

According to the release, issued by V.I.P.D. Public Information Officer Glen Dratte, the victim has been identified as 31-year-old Curtis Phipps, also known as “QT”.
