Rupert Ross Announced As Bureau of Information Technology Director

News / Virgin Islands / June 5, 2019

Governor Albert Bryan has announced Rupert O. Ross as the director of the Virgin Islands Bureau of Information Technology (BIT) on Wednesday, Government House has announced.

Mr. Ross, who currently serves as the chief information technology officer at the judicial branch of the Virgin Islands, is an experienced leader with broad information technology knowledge focused on government operations, Government House said. Prior to his current role, Mr. Ross was most recently the director of information technology at the Virgin Islands Department of Labor, where he served for 25 years in various capacities.

“The Bureau of Information Technology sits at the center of our administration’s mission to digitize our government and streamline its revenue-generating services,” Mr. Bryan said Wednesday. “We are pleased to welcome as director an individual with extensive knowledge in information technology and the operations of the Government of the Virgin Islands. I want to thank Acting Director Angelo Riddick for his service to the people of the Virgin Islands while at BIT. We wish him well in his future endeavors.”

Mr. Ross said Wednesday that he is “honored to serve the people of the Virgin Islands in this capacity,” and that he “looks forward to working with the talented team of professionals at the Bureau of Information Technology to streamline and improve government operations for the benefit of our community.”

He added, “I would like to thank Governor Albert Bryan Jr. for his confidence in selecting me to lead the effort.”

Mr. Ross will replace acting B.I.T. Director Angelo Riddick at the helm of the agency on Monday, June 17. Network Systems Manager Mark Bough will serve as acting director until then.

Mr. Ross has a bachelor of arts from the University of the Virgin Islands with a concentration in Management Information Systems and is a Certified Public Manager.
