ST. CROIX — As the V.I.P.D. continues to work on building its case in determining who killed two police officers — discovered on a Hams Bluff beach approximately one week ago — details of how the victims died are beginning to emerge.

Police have already confirmed that they were shot multiple times. But according to two police sources, who requested anonymity because they were not authorized to speak to media, the perpetrator not only shot the officers to death, but also burned their private parts — apparently using acid.

In a brief phone interview with Police Commissioner Delroy Richards this morning, the commissioner appeared to acknowledge that the officers’ private parts were indeed disfigured, but said he did not know what the perpetrator used to do it.

“I don’t know what was used, and I don’t want to disturb the investigators, but when I get a briefing, an update will be issued,” Mr. Richards said. He later added via text message: “[I[ cannot confirm. A lot has been said about this incident, however because of the sensitivity of this investigation, it is best for me not to comment so as to not compromise. As significant progress is made, I will update.”

A third police source told The Consortium that while “some kind of burning” had occurred around the victims’ private parts, police were waiting on a toxicology report to determine what was used.

The commissioner did say that progress was being made and that investigators were building a case that they hope would lead to success in court once a murder suspect is identified.

“I can tell you that we are moving ahead. We want to be very careful and, just like any other investigation, we want to make sure that we cross our t’s and dot our i’s, and then in the end discuss the case in its entirety and get some advice and opinion from the prosecuting agency and then move forward,” Mr. Richards said.

Police have charged Officer Francis Williams — out on $50,000 bond — with stalking. Court documents have revealed the turbulent nature of a love relationship gone bad between Mr. Williams and slain officer Lesha Lammy.

According to these documents, Mr. Williams on multiple occasions attempted to disrupt the life of his ex-girlfriend, at one point confiscating the keys of her vehicle — two days later he asked for her hand in marriage and she refused — and at other times attempting to separate Ms. Lammy the other slain police officer, Kai Javois, during a dance event at Chris Hideaway, and using a police cruiser to block Ms. Lammy and Mr. Javois from leaving Ms. Lammy’s Frederiksted home.

Mr. Richards would not say whether they had gathered more information leading to more serious charges against Mr. Williams, who has only been charged with stalking. But he said police are piecing together information that may strengthen their case against whomever the killer is.

“We want to put everything together in the case, and I know investigators are working on it. The more information we receive the more we could put it together and see where we could take it,” Mr. Richards said.
