ST. THOMAS — Governor Kenneth Mapp has signed into law a number of bills forwarded to him by the 31st Legislature. The governor approve most of the measures, among them Bill No. 31-0473, which establishes the Bottled Water Act of 2016, and permits the Government of the Virgin Islands to enter into a public/private partnership to develop, construct and operate a bottled water plant for distribution and sale of bottled drinking water within the territory and also as an export.
Among the measures the governor vetoed, was Bill No. 31-0367, which sought to amend the involuntary commitment law — a legal process through which an individual who is deemed by a qualified agent to have symptoms of severe psychiatric disease is court-ordered into treatment in a mental institution — from a total of five to a total of 30 days. The governor also vetoed Bill No. 31-0366, which sought to increase the emergency commitment that someone suffering with mental illness, drug or intoxication dependence — who is deemed an immediate threat to themselves or others — from a minimum of five to a maximum of 10 days. Currently, the commitment length is 48 hours to five days.
