ST. CROIX — The Government of the Virgin Islands and Limetree Bay Terminals, whose parent company is Arc Light Partners, LLC, have entered into a landmark agreement for oil refining at the former HOVENSA refinery on the south shore of St. Croix. The Consortium reported on the agreement before it was announced by Governor Kenneth Mapp.

Missing from this agreement, however, is the involvement of British Petroleum, the multinational oil and gas company said to be part of the equation.
