The Virgin Islands Port Authority on Friday advised the public of the locations and correct process to apply for a federal Transportation Workers Identification Card (TWIC). The release comes as work in preparation for oil refining is set to surge on the south shore of St. Croix at Limetree Bay Terminals, which requires a TWIC card for access.
The Port Authority has served as a contractor for the U.S. Department of Homeland Security to process TWIC applications, according to the release. However the location, schedule and requirements have been amended as follows:
Step One – Apply Online
- Complete the online application at https://universalenroll.dhs.gov/. Appointments will not be made if an application is not submitted online.
- Eligible applicants include U.S. citizens, lawful permanent residents, naturalized citizens or a non-immigrant alien, asylee, or refugee who is in lawful status. Applicants may be ineligible due to incomplete or false application information or disqualifying criminal offenses and factors.
- Provide all your relevant information such as your name, date of birth, place of birth, mailing address, physical address, height, weight, eye & hair color on the application form online. Select the enrollment center and select an appointment date & time.
Step Two: Visit a Local Enrollment Center:
St. Thomas/St. John District
There is currently no TWIC office on St. Thomas or St. John. The office at the Cyril E. King Airport Terminal on St. Thomas was destroyed by the hurricanes in September 2017. Universal Enrollment has been performing pop-up TWIC enrollments but has not published a schedule for these visits. For more information, please call (855) 347-8371.

Schedule:
- Tuesdays by appointment only.
- Closed all local and federal holidays.
- Walk-ins not accepted.
- At the enrolment center, provide all required documentation, be fingerprinted and take a facial photo. Bring your current U.S. passport or a driver’s license and birth certificate.
- Pay a non-refundable fee with a credit card, money order, company check or certified/cashier’s check. Cash is not accepted.
- New applicant: $125.25
- TSA Pre-Check $85
- Replacement card: $60.00
TWIC is required by the U.S. Maritime Transportation Security Act for workers who need access to secure areas of the nation’s maritime facilities and vessels. TSA conducts a security threat assessment (background check) to determine a person’s eligibility and issues the credential. U.S. citizens and immigrants in certain immigration categories may apply for the credential. Most mariners licensed by the U.S. Coast Guard also require a credential.
